There is a fourth option, as I've argued in one of my posts, and it's as effective as it is simple.
The only way known to mankind to neutralize a nuclear threat, is by a nuclear counter threat. MAD works.
If Putin escalates to level nuclear, Ukraine should be enabled to escalate to the same level.
So, we should instill in Putin that if and after he throws tactical nukes on Ukraine, we, the West, or Nato, or France and Brittain will provide Ukraine with nuclear weapons.
Mind, you, not now. But if and after Putin uses them.
Putin will probably think we're bluffing. But then, maybe we're not. Will he risk it? Will he risk the leveling of Moscow?
Our global systems of governance (political, legal, economic, military) remain horribly insufficient and precarious if it's still possible that a single individual can tip us into madness. Here's hoping we learn from this period and shore up the human project.

I am unsurprised Putin talks about nukes. I don’t think he will use them. Apart from the serious risk that it will blow up in the face of the Russians doing it successfully will not yield any military benefits. He can of course nuke Kyiv, but that is an escalation too far. And again with limited gain. But first and foremost the reason he cannot use it is the breach of the taboo. Using it would signal to the world that this taboo doesn’t exist. And few countries would like that. Use of nukes is the only thing that might get China and India to switch sides. And the r3st of the third world to really condemn them. No, Putin will threaten. Still, I will look for those signs, remembering how you «saw» the bombing in Iran before it happened. I have been wrong before.

Zelensky should instill in Putin that he has created thirty sleeper cells of perfectly Russian speaking Ukrainians. They live in Russia, inactive, until Putin throws a nuke on Ukraine.
Then they will dedicate their lives to murdering Putin, even if it takes them twenty years.
Putin won't be able to leave his bunker for the rest of his life.
